A large-scale emergency in the context of a trade show is considered as a hypothetical scenario. An explosion has severely damaged parts of a hall. At the time of the accident, approximately 2000 people are in the danger zone. A part of the hall is on the verge of collapsing; some people are already buried and/or trapped (Rescue necessary). In emergencies like this, a mass exodus is very likely to begin. Those involved will identify different escape routes, which will be used to varying degrees. The resulting imbalance in the use of the various escape routes can cause additional injuries. The static escape routes, respectively the static escape route guidance system (if available) do not give sufficient consideration to the actual risk situation (Necessity of Protection). The broad variety of information received by the institutions involved (police, fire brigades, hospitals, red cross, etc.) makes it even more difficult to assess the emergency situation, thereby slowing down overarching decision-making processes (Protection and Rescue).
